By law the president is not allowed to accept a gift from a foreign government. (The prize winner is chosen by the legislature of Norway.)
Gifts are always given to the president, but he may not keep any of them unless he is willing to purchase them at market value.
The Constitution doe not allow any federal official to accept a title or honor from a foreign government.
Of course many people on the left believe the Constitution should be interpreted to mean what we think feels right at the time, rather than be limited to what it says.
